要解决初次分配导致的各种失衡,除了加快产业结构升级、加速城镇化建设之外,最主要还是加速推进资源要素的市场化改革进程,加速税收改革与国企改革进程。加快转变经济发展方式既是我国经济改革下一步的重点,也是改善收入分配的关键。通过处理好政府和市场的关系,要更加尊第一,加快经济发展方式的转变,推动服务业和小微企业发展。
To solve the various imbalances caused by the initial distribution, in addition to accelerating the upgrading of the industrial structure and speeding up urbanization, the most important thing is to speed up the process of marketization of resource elements and speed up tax reform and the process of state-owned enterprise reform. Accelerating the transformation of the mode of economic development is not only the focus of our country’s economic reform but also the key to improving income distribution. By properly handling the relationship between the government and the market, we must be more respective, speed up the transformation of the mode of economic development, and promote the development of service industries and small and micro enterprises.
