治国必先治党,治党务必从严,治必依据法规。管理好我们党这样一个有着8600多万名党员、430多万个基层党组织的大党,离不开完备的党内法规制度作保障。《决定》明确提出,要加强和改进党对全面推进依法治国的领导,“加强党内法规制度建设”。这为我们党在全面推进依法治国的背景下大力加强党内法规制度建设,更好地坚持依法治国和依法执政,坚持依据党内法规管党治党,进一步指明了方向。《决定》指出:“党内法规既是管党治党的重要依据,也是建设社会主义
