中国科学院武汉分院从1987年5月起,将机关车队的经费开支,由原来的实报实销预算管理改变为自收自支的半企业化管理,改革后,车队仍属预算内单位,性质不变。这种半企业化管理方式的主要内容如下: 1、车队对内对外都实行有偿服务。分院机关不再负担车队的工资、各种补贴、奖金、办公费、车辆维修、耗油、耗料、养路费、保险费用等。机关各处室用车,车队一律按低于市内统一价格15%的标准收费,同时将交通费用指标按改革前正常水平的80%,分配到各处室包干使用。2,车队内部实行单车核算。车队设核算员一
