刘濬是刘仁轨之子。刘仁轨,汴州尉氏(今河南尉氏)人。贞观年间,他开始在政治上显露头角。高宗时,他在对百济作战中多有战功,颇得高宗与武则天的信任,官至宰相,监修国史。高宗去世后,他曾劝武则天不要学吕后直接干预政事,并且请求辞职,以度晚年。不料,垂拱元年(685)正月刘仁轨死在宰相任上,享年八十四岁,陪葬乾陵。刘濬十七岁时,随父对百济作战,因功授熊津都督府参军,累迁太子通事舍人、宫门郎、著作佐郎、秘书郎、尚书郎、秘书丞。
