本文立足于北京市第三产业取水定额管理,分析了城市水资源需求管理的体系框架结构:管理体系内各实体之间的相互关系、水资源需求管理的流程。在此基础上,探讨了水需求管理信息过程的体系结构,初步得到了各类用水过程中的信息从微观层面(终端消费者、用户)到宏观层面(行业、区域及管理部门)以及各层级之间传递和反馈的类型、方式、路径及机制等;建立了以行业水资源数据库、用户身份识别方法库、定额计算指标确定方法库、专家知识库以及决策支持库为基础,辅以空间数据库,以信息技术为主要实现手段的第三产业水资源需求管理信息系统平台。研究结果可为城市用水的科学管理,水资源合理配置提供决策基础。
Based on the quota management of tertiary industry in Beijing, this paper analyzes the framework of the system of urban water demand management: the interrelationship between entities in the management system and the process of water demand management.
