乡镇企业是农村经济的主体力量和国民经济的重要支柱,加快发展乡镇企业对于实现农民增收和农村稳定具有重要意义。当前,我省乡镇企业税外负担过重。一些企业上缴的费与税基本相等,少数企业甚至费大于税,加上“吃、拿、卡、要、报销”等歪风在一些地方未得到有效遏制,严重影响了乡镇企业的健康发展。各级党委、政府及各部门应充分认识能否严格控制和切实减轻乡镇企业负担,直接关系到我省乡镇企业发展的大局;加重乡镇企业负担,就是加重农民负担;影响乡镇企业发展,就是影响全省经济发展。为进一步把乡镇企业的负担减下来、控制住,促进乡镇企业的健康发展,提出以下意见。
