学前教育不仅关系幼儿自身发展,还直接影响到国民整体素质提高,以及促进教育公平、缩小社会差距,正外部效应十分显著。我国学前教育供给总量不足,尤其是服务于中低收入家庭的普通幼儿园严重短缺,政府有限经费主要投向公办优质幼儿园,大量中低收入家庭被推向几乎得不到任何财政支持的民办幼儿园,承担全部费用。因此,学前教育收费政策的制定,需要在政府、社会、家庭之间建立公平合理的分担机制,考虑各类幼儿园供给模式和产品属性的差异,满足幼儿园可持续发展的资金需求,有利于促进社会公平。
Preschool education is not only related to the development of young children themselves, but also directly affects the improvement of the overall quality of the people as well as promoting education fairness and narrowing the social gap. Positive externalities are remarkable. The total supply of pre-primary education in our country is not enough, especially for ordinary kindergartens serving low- and middle-income families. The limited funds of the government mainly invest in public high-quality kindergartens, and a large number of low- and middle-income families are pushed to private kindergartens with hardly any financial support. Bear the full cost. Therefore, the pre-school fee policy formulation, the government, society and families need to establish a fair and reasonable sharing of mechanisms to consider all types of kindergarten supply patterns and product attributes differences to meet the funding needs of sustainable development of kindergartens is conducive to promoting social fair.
