湄潭农村改革试验区是1987年,省委、省政府根据中央5号文件“关于有计划地建立改革试验区”的精神,在做了大量调查研究的基础上,经时任贵州省委书记胡锦涛同志同意,省委常委会研究上报,国务院批准建立的。湄潭试验区自建立以来,在中央、省、市的亲切关怀和指导下,先后经过“土地制度建设”、“农村税费制度改革”、“推进农村税费改革,加强基层组织建设”、“一个主题、三大任务”四轮改革,通过大胆试验、创新实践、总结提炼,极大地推动了湄潭政治、经济、文化、社会事业的全面发展,实现了湄潭发展的历史性跨越。
