如何搞活大中型企业,从外部条件和内部管理提出的有价值的意见较多,但对加强劳动工资和社会保险制度综合配套改革则尚未给予足够的重视。搞活大中型企业,需要从外部创造必要的条件,如物资、资金、市场等方面要给予保证。但同时还需要通过深化改革促进其经营机制的转变。企业的活力主要来源于本身的机制,如果政企分开,自主经营、自负盈亏、自我约束这样一种机制未建立起来,仅从外部创造条件,企业经营状况即使好转也是暂时的,不能持久。
