近年来,随着国家关于强加高校科研经费监管系列文件出台,高校普遍初步建立了学校、院系及项目负责人科研经费三级监管机制,一定程度上促进了高校科研项目、科研经费以及科研行为的规范。但各监管层级以及同级间责任相互推诿、沟通协作不够、关键环节监管疏漏的问题仍较为突出。高校如何进一步深化科研经费管理、建立一个科学高效的协同监管机制显得尤为重要。
