“十一五”期间,我国基本完成了节能减排目标,生态建设得到扎实推进;国民经济三大产业快速发展,产业结构有了较大调整。根据我国目前的产业结构和能源供求状况,要完成“十二五”期间经济增长和节能减排目标任务,仍会面临一些问题。为实现节能减排目标任务,必须加快转变经济发展方式,调整产业结构,提高第三产业的比重,加快构建有利于节约资源和保护环境的产业结构。
During the 11th Five-Year Plan period, China basically completed the goal of energy-saving and emission reduction and its ecological construction has been solidly promoted. The three major industries in the national economy have been developing rapidly and the industrial structure has been greatly adjusted. According to the current industrial structure and energy supply and demand situation in our country, we still face some problems in fulfilling the target tasks of economic growth and energy conservation and emission reduction during the 12th Five-Year Plan period. In order to achieve the goals and objectives of energy conservation and emission reduction, we must speed up the transformation of the mode of economic development, readjust the industrial structure, raise the proportion of the tertiary industry, and speed up the construction of an industrial structure conducive to resource conservation and environmental protection.
