一、计划与市场在国防经济体系运行中结合的理论模式经济运行机制是经济运行过程中各种以经济行为、经济利益为背景的经济参数、调节手段互相制约的动态联系。经济运行机制是经济体制的动态实现形式。而经济体制改革在运行机制上的实现,很大程度上表现为计划与市场的结合。党的十三大提出了“国家调节市场,市场引导企业”的经济运行机制的总体目标模式。它不同于以往运行机制的根本特点,就在于市场不再被看作是外在于社会主义经济运行的异己力量。市场成为连结宏观控制
