以业绩为导向的绩效管理暴露出短期性、静态性和片面性等诸多问题,严重制约了企业科学发展。复杂多变的环境促使企业实施战略管理,而基于战略导向的绩效管理系统的构建必须系统规划顶层设计,科学确定指标体系,全面调整过程目标。唯有如此,才能确保绩效管理与战略管理的有机融合,企业战略与绩效目标才会得以实现。
Performance-oriented performance management exposes many issues such as short-term, static and one-sidedness, seriously restricting the scientific development of enterprises. The complex and ever-changing environment urges enterprises to implement strategic management. The construction of performance-oriented management system based on strategy must systematically plan the top-level design, scientifically determine the index system and fully adjust the process goals. Only in this way can we ensure the organic integration of performance management and strategic management so that the corporate strategy and performance goals can be achieved.
