1999年3月6日,哈尔滨市松北镇集乐村的村民投票罢免了“村长”董寿永,这是《中华人民共和国村民委员会组织法》1998年11月正式颁布实施以来,中国第一起村民依法罢免村委会主任事件。 “大胆刁民”学法 集乐村历来干群关系紧张,1996年,董寿永作为唯一的候选人补选为村委会主任(俗称村长)。当时的镇委书记说:“村民没有权利提出候选人,我当官我说了算。”
