网络留言板是现今越来越多的网民参与言论的平台。但有的网民在网上发表具有侮辱性,诽谤性的言论,而网站通常只是能禁言和删帖。目前我国整顿网络信息的活动更多的是针对色情、暴力和其他非法信息的规制,对于网络不当留言并未进行规制,而这些不当网络留言对当事人的名誉和人格有着极大的危害。本文结合我国国情提出了相关建议,在完善现有法律的基础上,创新地提出了一些具有可行性的规制方法,以此来解决我国关于网络不当留言管理过程中存在的问题,使我国的法律和规制更加完备,更加合理、具体。
