公共危机事件频发预示着高风险社会的到来,每一次危机爆发都造成了重大人员伤亡和财产损失。国家公共危机治理能力的提升迫在眉睫。危机治理的核心在于危机预警能真正发挥作用,而我国目前仍处于探索中,尚未形成完善的预警系统。本文结合现实情况和已有案例,提出了构建基于中国国情的公共危机预警系统的建议。 The frequent occurrence of public crises heralds the arrival of high-risk societies, each of which caused heavy casualties and property damage. The improvement of national public crisis management ability is imminent. At the core of crisis management is that crisis warning can really play a role. At present, China is still under exploration and has not yet formed a sound early warning system. Based on the actual situation and existing cases, this paper puts forward some suggestions on how to build an early warning system of public crisis based on China’s national conditions.
