日本最早的兵工厂是明治3年(1870年)在东京小石川成立的小石川炮兵工厂。该厂成立后,仿制了英国1858年式恩菲尔德枪械。为了指导这项仿制,于1871~1875年雇用了比利时技术员菲利普·乔利(Phllipe Jauly),同时于1872年雇用了法国军官乔尔茹·鲁邦大尉和5名下士。在军用枪的改造中采用了背部呈锯齿状的法式刺刀。该刺刀的护手侧面刻有锚的标志,类似原日本海军的标志。法国出口的军用武器均有此标志。同时,日本还采用了斯奈德步枪刺刀,以及德国仿制的形状稍弯曲的英国恩菲尔德1856年式刺刀。
The earliest arsenal in Japan was the Ishikawa Artillery Factory established in Tokyo's Ishikawa in the third year of Meiji era (1870). After the establishment of the factory, the imitation of the British 1858 Enfield firearms.
