中非产能合作是中非合作论坛约翰内斯堡峰会所确定的未来3年乃至更长时间里中非合作的重点领域,它既有利于中国经济转型升级,又有利于非洲加快工业化进程。事实上,中非经贸合作区的建设已包含了中非产能合作的内容,自2006年中非合作论坛北京峰会以来,中国已经在非洲建立了6个国家级经贸合作区。近10年来,这6个经贸合作区既取得了不少的成绩,又有许多经验教训可以汲取。本文试图在总结中非经贸合作区经验教训的基础上,得出一些有利于推进当今中非产能合作的启示。
Capacity-cooperation between China and Africa is a key area for cooperation between China and Africa in the next three years or longer set at the Johannesburg Summit of the Forum on China-Africa Cooperation. It is conducive both to the economic restructuring and upgrading of China and to the acceleration of industrialization in Africa. In fact, the construction of the China-Africa Economic and Trade Cooperation Area has included the content of capacity-building cooperation between China and Africa. Since the Beijing Summit of the Forum on China-Africa Cooperation in 2006, China has established six national-level economic and trade cooperation zones in Africa. In the past 10 years, the six economic and trade cooperation zones have achieved not only many achievements but also many lessons learned. This article attempts to draw lessons from the experiences and lessons learned from China-Africa economic and trade cooperation zone and draw some enlightenments that are conducive to promoting the cooperation in capacity between China and Africa today.
