长期以来,由于两岸双方相互投资的各种限制,尤其是台湾方面政策的限制,两岸经贸关系正常化机制不能建立,处于不完全的市场状态,呈现出只有台商到大陆而大陆企业几乎不能赴台的单向投资格局。两岸投资关系的“单向性”作为两岸经贸关系非正常化问题导致的两岸经贸关系“非均衡性”及其所衍生一系列负面影响,制约了两岸经济互利合作、共创双赢局面的形成。因此,开放陆资人台是顺应历史潮流、符合客观规律的正确选择。
