2008年以来,国际金融危机对河北省经济的负面影响日益显现,经济下行压力加大,工业增速大幅回落;投资后劲不足,就业形势严峻;企业经营困难,效益明显下滑。针对这种不利局面,河北省财政厅在全力组织收入的基础上,认真落实积极的财政政策,做足加减乘除“四则”运算,科学调配财力,确保经济平稳较快发展。
Since 2008, the negative impact of the international financial crisis on Hebei’s economy has become increasingly evident. The economic downturn has intensified and the industrial growth rate dropped sharply. The investment stamina has been insufficient and the employment situation is grim. The enterprises have difficulties in operation and their profits have obviously declined. In response to this unfavorable situation, Hebei Province Department of Finance, on the basis of full organization of revenue, earnestly implemented the proactive fiscal policy and made full use of the “four” operation of addition, subtraction, multiplication and division and scientific allocation of financial resources so as to ensure steady and rapid economic development.
