新型城镇化是新型工业化、信息化、城镇化、农业现代化发展的核心动力,是推动经济社会健康持续发展的巨大引擎。前期我市人大和政府建立了相关法律制度,为保障、规范和引领新型城镇化建设,发挥了较大作用。但原有的城乡二元结构基础上的某些制度滞后及缺位,使城镇化所处的制度环境呈现出不适应现状或无法可依状态。本文就我市城镇化法律制度不完善的现状作出分析,提出建立新型城镇化相关法律制度的建议,以期为我市构建科学合理、全面完善的新型城镇化建设法治体系作出贡献。
The new urbanization is the core driving force of the new industrialization, informationization, urbanization and agricultural modernization and a huge engine for promoting the healthy and sustained economic and social development. In the early stage, the NPC and the government of our city established the relevant legal system and played a greater role in safeguarding, standardizing and leading the new urbanization. However, some systems based on the original dual structure of urban and rural areas lag behind and lacked, making the institutional environment in which urbanization lies in a state that is not suited to the status quo or can not be established. This article analyzes the status quo of imperfect legal system of urbanization in our city and puts forward the suggestion of establishing a new legal system of urbanization with a view to contributing to building a new legal system of urbanization in a scientific, reasonable and comprehensive manner.
