邮电通信企业,以考核通信质量为主,这是由于邮电通信部门的性质和它的特点决定的。三十多年来,我国的邮电通信质量管理工作,经过不断实践,不断改进,积累了不少好的经验,邮电通信质量不断有新的提高。但存在的问题也不少,如没有综合性的质量指标,指标体系主次不清,庞大烦杂,反映不全面,计算方法不尽合理,矛盾较多,不能反映真实的通信质量情况等等,对此我认为应作如下改革:
