(一)关于发展目标和展望确定正确的发展战略,必须充分估计到需要与可能两个方面,把目标设定在经过努力可以实现且符合需要的基础之上,而不是脱离实际的空想。一个城市的市话不可能孤立地发展,必须与全国其他城市的电话发展和长途网络的发展相适应。大量统计资料表明,城市电话的发展,与国民经济的水平(生产总值,GNP)和全国电话普及率是密切相关的。对世界上52个国家,一百多个大城市(包括首都)的统计分析结果,得出以下数字:
