4月下旬,扬州市政协召开四届十二次常委会议,就进一步推动“科教兴市”战略的深入实施、大力推进人才资源开发工作,开展了专题协商。常委们认为,扬州经济和社会事业的发展得益于人才资源的有效利用,但在经济运行质态和发展后劲方面的差距也十分明显,加强人才资源开发工作成为缩小差距、迎头赶上的重要途径。为此提出建议:1、增强做好人才资源开发工作的紧迫感。面对不断发展的新形势,要树立强烈的人才忧患意识,增强人才工作的紧迫感和危机感,做到解放思想,勇于开拓,用开放的观念指导工作,用改革的思路推进发展,用市场经济的办法解决问题。2、加强领导,加大投入,健全加强人才工作的组织保障体系。成立由相关职能部门参加的人才资源开发领导机构,研究工作中的共性问题并制定规划及保证规划得以实现的相关政策,科学编制人才“十五”发展规划。重视投入,设立人才资源开发资金,将资金纳入
