当前形势下,如何转换经营机制,搞活卫生经济,笔者认为,必须做好以下几点工作。 1 转变观点 要转变单纯福利观,要认识到卫生事业属于第三产业,有生产性和经营性;要建立科学的产业观,破除等靠思想。要树立超常规意识,充分认识到市场竞争是激烈的,使每个人有危机感和紧迫感。同时也要认识到医疗市场不同于一般商品市场,它具有一定的供给垄断性,医疗价格弹性比较小等特点。如何控制与诱发需求,如何科学地调整价格,如何对社会办医进行严格的审查批准,如何对医疗市场的垄断进行有效地调控等

It is necessary to establish an unconventional consciousness and fully realize that the market competition is fierce and that everyone has a sense of crisis and urgency. At the same time, we must also realize that the medical market is different from the general merchandise market. It has a certain supply monopoly, and the medical price elasticity is relatively small. How to control and induce demand, how to scientifically adjust prices, how to conduct strict examination and approval of medical services for the society, how to effectively regulate and control the monopoly of the medical market, etc.
