一、延边模式的依据笔者认为,迈向21世纪的延边应选择经济发展国际化道路,其依据如下:第一,延边具备了实现经济发展国际化的内在条件:一是二三一产业结构的优势。全州国民生产总值的构成看,三次产业的比重为16.3∶48.0∶35.7,与10年前的结构相比,第一产业的比重下降9.9个百分点,第三产业的比重上升9.6个百分点。第一产业的比重明显低,第三产业的比重明显高,与全国平均水平相比均相差10个百分点左右,这“一低一高”是延边产业结构最明显的优势。二是多沿性区位优势。延边有沿边、沿江、沿海“三沿”全占、三国交界、六方相望,水路皆通的独特优势,距日本海只有15公里,有相距仅几十公里的6
