“是宝葫芦还是潘多拉盒子”?从互联网诞生到现在,有关这个话题的讨论就从来没有终止过。作为一种技术手段,互联网绝对是中性的,它可以提高生活质量、拓展生活空间,也就是可以做许多好事。但同样网上“黑客”横行,肆意篡改破坏别人的电脑系统;“网上黄毒”泛滥;“网上侵权”频频,人们最基本的知识产权横遭践踏…… 利用互联网犯罪,不仅危害大,还由于“比特”(bit)在网上的特殊传输形式而容易钻空子,逃避法律的监督和制裁。
