减少源于森林砍伐和退化的排放(REDD+)可视为基于UNFCCC(《联合国气候变化框架公约》)针对缓解全球气候变暖而建立的一项重要机制。与REDD机制有关的《坎昆协议》为那些森林已遭大规模砍伐和退化的国家设计和实施REDD+铺平了道路。现行分析表明,印度森林已遭到严重砍伐和退化。建立REDD+机制,就是为减少森林砍伐和退化而推行的财政激励措施。旨在评估印度国情下的REDD+机制、全球UNFCCC谈判国的现状、印度实施REDD+的意义、印度REDD+机制准备情况、印度当地的辨识标准及实施REDD+的可能性。
Reducing emissions from deforestation and degradation (REDD +) can be seen as an important mechanism based on the UNFCCC (UN Framework Convention on Climate Change) to mitigate global warming. The Cancun Agreement, linked to the REDD mechanism, paved the way for the design and implementation of REDD + in countries where forests have been deforested and degraded. Current analysis shows that forests in India have been severely deforested and degraded. The establishment of a REDD + mechanism is a financial incentive to reduce deforestation and degradation. It aims to assess the REDD + mechanism in India, the current status of UNFCCC negotiators in the world, the significance of implementing REDD + in India, the readiness of India’s REDD + mechanism, local identification standards in India and the possibility of implementing REDD +.
