2004年国家广电总局出台行业管理政策之多,执行力度之大,为近年所少见。无疑,这些政策将强化国家广电总局作为电视行业管理者的角色,并影响2005年国内电视业的走向。目前,各媒体中的管理人员都在努力借助人力资源管理来提高媒体的经营绩效。实践证明,电视业要想实现新的飞跃,必须在人事管理体制和运行机制的改革上取得实质性突破必须形成新的管理结构和管理理念,推进经济体制和增长方式的根本性转变,在产业发展上取得实质性突破。
