早在2000年前,中国古代思想家荀子就提出“强本而节用,则天不能贫”。我省虽是资源大省,但多年来经济发展对能源和资源的高度依赖以及低效率利用资源的粗放型生产方式, 使我们已没有多少老本儿可吃。建设节约型社会,走循环经济之路,实现可持续发展成为我们的必然选择。近年来,全省上下树立科学发展观,努力探索和寻求化解人口与资源环境矛盾的途径,积极发展循环经济,减少资源、能源消耗,提高资源利用率,在建设节约型社会中迈出了坚实的步伐。
