江泽民总书记最近在河南考察农业和农村工作时发表的重要讲话,不仅全面深入地论述了农业基础地位问题,还深刻地阐明了深化农村改革、推进农村经济和社会全面发展所要把握的重点。通过学习这篇讲话使我们更进一步认识到,要全面振兴农村经济,不仅要全面加强以粮食生产为主的农业生产,还必须大力发展乡镇企业,用乡镇企业的繁荣带动农村经济的发展。应该看到,乡镇企业的发展在整个社会经济发展中起着举足轻重的作用。通过学习江总书记的讲话,更能体会到这一点。其一,乡镇企业是国民经济的重要组成部分。我国有80%的人口在农村,没有农民的小康就没有全国人民的小康。如何实现农村经济总量的增长是决定整个国民经济能否快速发展的大问题。而作为农村经济重要组成部分的乡镇企业的发展快慢,直接决定着整个国民经济的发展速度。江总书记指出:近些年来,我国国民经济发展速度一直比较快,非农产业的比重迅速提高,我国正处在工业化快速发展的
