去年六月下旬,我们有机会去深圳,就经济特区的青少年犯罪问题进行了一次初步调查。 深圳是较早实行改革和开放的经济特区。在这里已经发生和将要发生的情况,对后来陆续开放的城市和地区,以至内地其它城乡,都将会产生不同程度的影响。就青少年犯罪问题而言,也是如此。因而,调查研究一下经济特区这方面的情况,可以寻得不少值得借鉴的经验或教训,它对我们在新形势下,如何认识和治理青少年犯罪不无裨益。
In late June last year, we had the opportunity to go to Shenzhen and conduct a preliminary investigation into the problem of juvenile delinquency in the special economic zone. Shenzhen is a special economic zone that has been carrying out reforms and opening earlier. What has happened and is going to happen here will have varying degrees of impact on cities and areas that will be opened to the public and on the rest of the urban and rural areas in the Mainland. The same is true of juvenile delinquency. Therefore, if we look into the situation in the special economic zones, we can find quite a few experiences or lessons that we can learn from. It will help us to understand and control juvenile delinquency under the new circumstances.
