自从《中华人民共和国招标投标法》实施以来,国家有关部委以及地方的省、市先后出台了相关的配套法规,除了国家、集体投资项目和国外援助项目,很多外商投资和私有企业投资项目也采用招标方式决定项目的工程施工承包单位。投标方式已经成为绝大部分施工单位获得工程施工任务的主要方式。在多年的评标实践中,发现一些投标单位花费了大量的人力、物力编制投标书,但因为没有注意到一些关键的问题,致使投标书在评标的过程中被认定为否决投标依据,
