2003年7月,中共江苏省委十届五次全会作出决定,根据中共十六大的战略部署和江苏发展的实际,把实现“两个率先”作为全面贯彻“三个代表”重要思想的现实任务和具体体现,明确了我省新世纪头20年的宏伟奋斗目标和总的行动纲领。决议认为,江苏正处在实现现代化建设第三步战略目标 In July 2003, the 5th Plenary Session of the 10th CPC Central Committee of the CPC Jiangsu Committee decided that according to the strategic plan of the 16th CPC National Congress and the actual development of Jiangsu, it should take “two firsts” as the reality of fully implementing the important thinking of the ’Three Represents.’ Mission and concrete manifestation, and defined the grand goal and general program of action in the first 20 years of our province in the new century. The resolution believes that Jiangsu is in the third strategic goal of realizing modernization
