当前,范围广阔的多层次、多形式的横向经济联合,正沐浴着改革的春风,蓬勃发展,欣欣向荣。这是经济体制改革中出现的新事物,是社会主义有计划商品经济发展的必然趋势。横向经济联合的迅速发展,已显示出了它巨大的优越性和强大的生命力。它不仅可以改变企业“小而全”、“大而全”的状况,使生产要素实现优化组合,促进经济组织结构和企业结构趋向合理化;更重要的是动摇了旧经济体制的基础,打破了长期以来条块分割,地区、部门封锁的局面,为进行所有制结构的变革,建立具有我国社会主义特色的新经济体制开拓了前进道路。对此,我们要有足够的认识,决不可低估。
