一、两岸海商法适用之比较两岸海商法适用之比较,分述如次: (一)时之适用 1.台湾海商法海商法自1931年1月1日施行。其经修正者,明定自公布或发布日施行者,自公布日或发布日起算至第三日起发生效力(中央法规标准法第十三条);如法规特定有施行日期,或以命令特定施行日期者,自该特定日起发生效力(中央法规标准法第十四条)。
