人才流动没有以市场为导向 当前,企业之间的竞争日益全球化,竞争的激烈程度也是前所未有的,我国的企业尤其是国有企业还没有完全摆脱计划经济的束缚,还没有形成职业经理人的机制和群体,严重缺乏高层次经营决策管理人才。现有企业领导者走的还是行政级别、行政待遇这条路子。诚然,某人确有才干,给他更广阔的施展才干的空间,带领更多的企业不断发展,更能体现某人人生价值。但实际情况往往不尽如意,而且使本来就老化、不均衡的高层次管理人才队伍更加恶化。以市场为导向来配置人才资源的功能,因被过多的行政干预而失去了应有的作用。

However, the actual situation is often unsatisfactory, and it also exacerbates the aging and unbalanced high-level management personnel. The function of deploying talent resources based on market orientation has lost its due role due to excessive administrative intervention.
