In 1978, the regulations passed by the Department of Energy (DOE) set energy efficiency requirements for residential heating and air and dry products. When the SEER (seasonal energy efficiency ratio) of the efficiency of the general residential split-type air-conditioning system in the United States is 8.0, the 1978 regulations require that the air-conditioning system must achieve a seasonal energy efficiency ratio of at least 10. It also requires that the heat pump be at least 8.0HSPF (seasonal energy for heating) and the gas burner must have a minimum of 78% ARUE (annual fuel utilization).
