1998～1999年两年国家共直接安排水利部直属工程财政预算内专项资金73.981亿元。1998年国家安排中央水利财政预算内专项资金217.79亿元,其中分两批直接下达水利部的财政预算内专项资金共计16.32亿元,占当年水利财政预算内专项资金总量的7.5％,安排项目16项;1999年国家安排中央水利财政预算内专项资金233.441亿元,其中分七批直接下达水利部的财政预算内专项资金为57.661亿元,占当年水利财政预算内专项资金总量的24.7％,安排项目30项。
