国家体改委、林业部1995年颁发的《林业经济体制改革总体纲要》中提出:将国有林场划分为商品经营型、生态公益型和混合经营型3种类型,实行分类经营、分类管理。这一规定为国有林场今后深化改革加快发展指明了方向,如何贯彻这一方针,加快国有林场改革发展的进程,需要对相关的问题进行深入的研究。本文就国有林场分类经营的有关问题作一些初步的探讨。
The Outline of the Reform of the Forestry Economic System issued by the State Commission for Restructuring Economic and Social Development and the Ministry of Forestry in 1995 proposed that the state-owned forest farms should be divided into three types: commodity management type, ecological public welfare type and mixed management type, which should be classified and managed separately. This stipulation sets the direction for the state-owned forest farms to deepen the reform and accelerate the development in the future. How to carry out this guideline and speed up the reform and development of the state-owned forest farms require further research on related issues. This article makes some preliminary discussions on the related issues of the classified management of state-owned forest farms.
