建设社会主义新农村的总体要求是生产发展、生活宽裕、乡风文明、村容整洁、管理民主。其中,“管理民主”是新农村建设的政治保证,包含了农村基层民主政治建设的内容,显示了对农民群众政治权利的尊重和维护。那么,在农村财务管理领域如何体现“管理民主”的要求,更好地提高农村财务管理对新农村建设的贡献率呢?解决这个问题,要从落实和保证村民“四权”人手,做好以下四项工作。
