随着渔业生产的发展和渔业经济体制的改革,各种渔业船舶的不断增加,尤其个体和集体渔业船舶的迅猛发展,文化素质和技术水平参差不齐的职务船员大批涌现。由于有关法规不健全和管理措施不适应,不仅造成水产资源被酷捕滥采,同时使海上的生产和交通秩序混乱,事故频繁,恶性事故增多,严重地滞缓了我国渔业生产向现代化和科学化的发展.在诸多的原因中,船上职务船员的文化素质低劣和技术水平落后,是一个普通的,重要的因素.因此,如何提高我国渔业船舶职务船员的文化素质和技术水平,已势在必行.
