政府采购在节约财政开支、提高财政资金的使用效益、促进廉政建设等方面发挥了重要作用,但是随着财政改革的进一步深化和市场经济体制的进一步完善,不完善的采购制度、不规范的操作、不健全的监督机制等因素都制约了政府采购发展之路。文章从制度、操作、组织管理等层面入手,分析政府采购中存在的问题,并就如何完善政府采购制度、规范公共采购行为等方面提出建议。
Government procurement has played an important role in saving financial expenditure, improving the efficiency of the use of fiscal funds and promoting the building of an honest and clean government. However, with the further deepening of the fiscal reform and further improvement of the market economic system, an imperfect procurement system and non-standard operation Unsound supervision mechanism and other factors have restricted the development of government procurement.
