当前国际贸易供应链安全受到各国政府的高度重视,而承运人作为供应链上货物流动的实现者,是影响贸易安全、公平贸易的关键因素。很多国家的海关已充分意识到这个问题,海关加强对承运人的监管是急迫而必要的。我国海关的承运人监管工作在管理主体、管理客体、管理标准、管理方式上都存在不足,海关需要通过创新加强对承运人的监管,切实有效地促进我国国际贸易的发展,确保国际贸易的供应链安全。 At present, the security of supply chain in international trade is highly valued by governments of all countries.
