一、海峡两岸关系的进展2008年,自新的台湾地区领导人上任以来,海峡两岸先后出台了一系列促进经贸往来的新举措。在中国大陆方面,除了赴台旅客人次不断增多外,商务部和国务院台湾事务办公室正式发布了大陆企业赴台投资的办理程序,以推动大陆企业赴台投资。相关主管部门在近期先后组织赴台投资考察团,包括通信、海洋运输、商贸流通、纺织、机械等行业。台湾方面已初步通过开发大陆资金来台湾投资办法,正式开通海峡两岸经贸投资双向往来的渠道。台湾在第一阶段性计划为开放制造业、服务业以及公共建设共约

Progress in cross-Strait relations In 2008, since the reopening of the new Taiwan leader, the two sides of the Taiwan Strait have successively promulgated a series of new measures to promote economic and trade exchanges.
