一、21世纪对人的素质的要求21世纪是高科技信息时代,是充满激烈国际竞争的时代。竞争是综合国力的竞争,但归根到底是创新思想的竞争,是人才的竞争。为此,世界许多国家都提出了培养跨世纪人才的教育发展策略:以加在教育投资作为基本国策;以开发人脑资源作为教育改革的重点;以吸收各国优秀人才作为政策导向。
First, the 21st century requirements of the quality of people The 21st century is a high-tech information age, is full of fierce international competition era. Competition is the competition of comprehensive national strength, but in the final analysis is the competition of innovative ideas and the competition of talents. To this end, many countries in the world have proposed education development strategies for cultivating talents in the past century: increasing investment in education as the basic national policy; developing human brain resources as the focus of education reform; and adopting the policy of attracting talented individuals from all over the world.
