搞好国有企业,不仅要有一个好的经营机制,还要有一个懂经营、善管理的厂长经理。国家有关部门对2000多家亏损企业的调查显示,经营者素质低下造成亏损的占2/3以上。这说明,对于一家企业而言,任何良好的外部条件都无法取代企业家的作用。 那么,在企业转轨建制中,如何培养和造就一支高素质的企业家队伍,最大限度地发挥他们的经营才能?为此,本刊记者采访了现执教于国家行政学院的青年经济学者吕福新博士。
To do a good job in state-owned enterprises, we must not only have a good operating mechanism, but also have a manager who understands management and good management. The survey conducted by relevant state agencies on more than 2,000 loss-making enterprises shows that the losses caused by the low quality of the operators account for more than two-thirds of the losses.
