党的十六大报告提出:“扩大在市、县进行党的代表大会常任制的试点。积极探索党的代表大会闭会期间发挥代表作用的途径和形式。”这是保障党员民主权利,完善党的代表大会制度,建立健全充分反映党员和党组织意愿的党内民主制度的重要举措,体现了党的制度创新的要求,必将推动党的建设新的伟大工程。
The report of the 16th National Party Congress put forward: “Expanding the Pilot System for Standing Committee Permanent Representatives in Cities and Counties, and Actively Exploring the Ways and Forms for the Representatives of the Party to Play a Representative Role during the Session.” This is to safeguard the democratic rights of party members and improve the party’s System of representative congress and establish and improve an important measure for fully reflecting the inner-party democratic system of the will of party members and party organizations, embodying the requirements of the party’s system innovation and certainly pushing for the great new project of party building.
