陕北丘陵区存在的水土流失与单一经营,是当地自然和社会经济方面的主要问题。为此,必须从保护资源、利用资源的观点出发,进行综合治理、开发、保护和利用。保护资源,应以工程措施为基础,组成完整的水保工程体系,并建立具有丘陵区特色的植物防护体系;利用资源,必须实行农林牧综合开发、集约经营,发展山区商品经济,在加速治理的过程中,还必须采取综合保护措施,巩固、发展治理成果。
Soil erosion and single management in the hilly areas of northern Shaanxi are the major problems in the local natural and socio-economic areas. To this end, we must carry out comprehensive management, development, protection and utilization from the viewpoint of protecting resources and using resources.
