行业构建是惩防腐败体系建设的重要组成部分,与整体构建、专项构建、联合构建和科技促建一起成为具有浙江特色的“4+1”惩防体系。所谓行业构建,是指行业和系统针对容易滋生腐败行为的关键岗位和重点环节,建立健全权力运行监督制约机制,形成具有行业系统特点的惩防体系。近年来,浙江在行业构建方面进行了有益的探索,取得了明显的成效。
